Group Captain Swinbourne served as a Motor Transport Driver in the 4th Squadron, Australian Flying Corps, during World War I with the Regimental Number of 1788. He first enlisted in the RAAF as an airman on the 31 March 1921 initially in the Stores & Accounting Branch before transferring to the General Duties Branch in 1923.

On 17 September 1940, Group Captain Swinbourne (General Duties) died of an illness at the Mercy Hospital, Melbourne.
